MPCEE – Operational Profile

 

MPCEE was created by Martin Parr in 1972, as a consultancy working on environmental protection and economic sustainable development projects in a global context. With its roots in Europe, an office dedicated to Africa was opened in South Africa 1995. Changes and additions to international, European and national legislation would cater for the changes in the way the environment was being used and, in some cases, abused.

 

With the increase in awareness of the need to protect the fragile environment, it is not surprising that far reaching legislation has been introduced both to protect the environment and control pollution. The implications of the enforcement and prosecution measures under such legislation have enabled MPCEE to introduce a proactive consultancy policy. This policy involves approaching both the private and public sector based businesses, large and small, to assist those in their legal and moral obligations to minimise the risk of contaminating the environment. This approach, offered as a service, also reduces the possibility of prosecution or, at least, allows businesses mitigating circumstances in the event of a prosecution. This proactive approach should also be seen as an economic investment, over time, to become a cost-benefit advantage.

Contingency planning is the way that a company should react in any one or several situations, singularly or collectively, should an incident happen that may render the company’s personnel, the public, property or the environment at risk. Accurate contingency planning will prevent the exacerbation of the risk should the incident not be responded to in an appropriate manner. Therefore, contingency plans are an essential part of a company's legal documentation.

MPCEE has designed original training courses specifically focused on environmental protection and pollution control, which can be adapted to various target groups. This includes the creation (1998), with UK Government accreditation, of the first set of compulsory courses defined by legislation for ports, harbours and oil handling facilities. In addition, we have designed specific courses relating to: general environmental awareness; first responders to a spillage incident; and contingency planning. MPCEE develops seminars on environmental law and associated legislation, including how and when to use the services of environmental consultants.

Environmentally Sound Technologies

 

MPCEE has developed agreements with a number of leading manufacturers of advanced dewatering, drying and desalinisation technologies to promote, present and identify industrial sectors where their technology is required. These technologies will reduce both the existing capital and operating costs, where current systems make it uneconomic to do so. Their essence is to turn expenditure into an operating profit by reducing the high moisture rate to zero, at a fraction of the existing costs. This also reduces the detrimental environmental effects of the annual increase of sludge, slurries and manures etc.

 

MPCEE, with a partner operation, has developed a Regional Energy and Waste Management Plan that will bring together various waste streams to be utilised for creating local energy within specific regions. The Plan’s development was possible by identifying different uses for the advanced dewatering technologies. The Regional Energy and Waste Management Plan are ideal for operational activities in both the developed and developing nations.

 

The 21st Century concerns on the depleting energy sources concerns all of us. The research for renewable and sustainable energy has become an important part of MPCEE’s core business. Therefore we are proactively seeking new technologies to assist in the creation of ‘new’ energy sources.

MPCEE is a participating Institution of the United Nations Environment Programme – International Environmental Technology Centre (UNEP – ITEC). The nature and intent of this participation is to incorporate MPCEE’s own resources, structure and information, related to both environmental technology and other core areas of our business, into developing maESTro the Environmentally Sound Technology Directory. We are committed to collecting and disseminating EST related information globally to promote technology cooperation and transfer. This two-way process of providing and receiving information, on current activities and updates on technology, will enable the real possibility to share vital data to tackle environmental problems at local, regional, national and international levels.

MPCEE has very strict international legal obligations to carry out due diligence to protect itself and those of its contracted partners.
