MPCEE – Operational Profile

MPCEE was created by Martin Parr in 1972, as a consultancy working on environmental protection and economic sustainable development projects in a global context.

With the increase in awareness of the need to protect the fragile environment, it is not surprising that far reaching legislation has been introduced both to protect the environment and control pollution. The implications of the enforcement and prosecution measures under such legislation have enabled MPCEE to introduce a proactive consultancy policy. This policy involves approaching both the private and public sector based businesses, large and small, to assist those in their legal and moral obligations to minimise the risk of contaminating the environment. This approach, offered as a service, also reduces the possibility of prosecution or, at least, allows businesses mitigating circumstances in the event of a prosecution. This proactive approach should also be seen as an economic investment, over time, to become a cost-benefit advantage.

Due to the expertise that MPCEE can offer, the consultancy, ranked as one of the global leaders in environmental protection and pollution control, now offers its environmental management services to promote environmentally sound technologies for various industries. Along with this, MPCEE is at the forefront of renewable and sustainable energy technology advancements.

MPCEE operates to ISO14001-2004 and regularly assists clients to obtain the international ISO14000 standard series themselves.

Additional Benefits From MPCEE

·         MPCEE will bring a wealth of solutions and ideas to an organisation, which could take an individual within the organisation many years to learn.

·         An Environmental Management System (EMS) could pay back MPCEE costs within a matter of months.

·         Reduced risk is a less tangible but nonetheless an important benefit of implementing a successful EMS. The involvement of staff in detailed risk assessments serves to raise their environmental awareness and also to reduce risk.

·         The number of companies implementing an EMS is still relatively small. Those that do so can gain an advantage over their competitors through the enhanced stakeholder credibility gained as a result. The board of your organisation can also derive confidence that environmental issues are being managed. It is also likely that supply chain pressures to implement an EMS will increase in the future. With the help of MPCEE, these benefits can be realised.

The effective use of MPCEE starts with identifying what needs to be achieved and what the client wants from their EMS. The role of MPCEE is to assist the client, not to undertake everything for them. The client must be prepared to commit time and resources to the project and be sure to "own" the system well before certification is sought. A split of four days of your time to each MPCEE day is a good yardstick of the required input.

New Environmentally Sound Technologies

MPCEE has developed agreements with a number of leading manufacturers of advanced technologies to promote, present and identify industrial sectors where their technology is required. These technologies will reduce both the existing capital and operating costs, where current systems make it uneconomic to do so. Their essence is to turn expenditure into an operating profit at a fraction of the existing costs.

The 21st Century concerns on the depleting energy sources concerns all of us. The research for renewable and sustainable energy has become an important part of MPCEE’s core business. Therefore we are proactively seeking new technologies to assist in the creation of ‘new’ energy sources.

From 2001-2006 MPCEE was an official participating member of the United Nations Environment Programme – International Environmental Technology Centre (UNEP – IETC). The nature and intent of this participation was to incorporate our own resources, structure and information, related to both environmental technology and other core areas of business, into developing maESTro (Environmentally Sound Technology Directory). The commitment was to develop this EST Directory, to collect and disseminate EST related information globally, and to promote technology cooperation and transfer. MaESTro has now been successfully incorporated into IETC. MPCEE continues to proactively assist, encourage and promote the creation of new technologies, which can be presented to the global market place through our in-depth understanding of technology trends and requirements.

Sustainable Development and Renewable Energy

Renewable and alternative energy requires advanced technology to be developed now and in the future. MPCEE has developed a niche that has become regarded as a pivotal operation in bringing together scientists, technologists, developers and investors for the benefit of the Planet’s declining natural resources and Man’s future. This includes different technologies to develop bio fuel with the most economic processes possible. Today, MPCEE is recognised as a champion of biomass and waste to energy and the objective of being able to convert anything and everything that is carbon based to a liquid or gaseous energy. An example is the production of algae and the harvesting of seaweed to produce ethanol and hydrogen gas, along with the more effective use of the hydrogen fuel cell.

For the 2007 G8 Summit Martin Parr wrote a briefing document on the introduction of sustainable development and renewable energy projects for the future. In excess of 40 countries have already responded for positive collaboration, including India and China. A recognised leader in this field and a ‘make it happen’ person, he has the support of the United Nations Food and Agricultural Organisation (UNFAO) Directorate.

MPCEE is actively working with, discussing and encouraging a number of corporate technical partners, both within the US and Europe, to develop their respective technologies.

MPCEE’s work covers the identification and creation of projects with suitable joint venture partners, taking in to account the fragile balance of environmental, technical and economic barriers required to ensure a project’s success. This includes negotiations with both the public and private sectors, the creation of business plans and financials, as well as obtaining the required investment. MPCEE is the pivotal point around which the principal and client come together.

Contingency Planning

Contingency planning is the way that a company should react in any one or several situations, singularly or collectively, should an incident happen that may render the company’s personnel, the public, property or the environment at risk. Accurate contingency planning will prevent the exacerbation of the risk should the incident not be responded to in an appropriate manner. Therefore, contingency plans are an essential part of a company's legal documentation.

The following are our proven skills and experience:

Ø       Development of contingency planning as an integral aspect of environmental protection and pollution control in a global context

Ø       Published ISBN publication - Contingency Plans and Planning

Ø       Contingency planning from risk assessments

Ø       The source of much original information material on contingency plans and planning, including training seminars as well as writing compulsory UK Government courses (mentioned below)

Environmental Law and Associated Legislation

We have made a major direct contribution to different governments' environmental legislation, including the creation and interpretation of legislation in the context of national and international law.

Our specific skills include the following:

Ø       Advice to governments on the implementation of legal mechanisms to facilitate the practical implementation of legislation - usually commencing as a legal audit

Ø       Original research into a country's environmental law and associated legislation

Ø       Advice to existing and potential clients to enable them to understand the legal implications of their operational environment

Ø       Interpretation of law and associated legislation as an integral part of environmental advice given to commercial clients

Ø       Interpretation of environmental law and associated legislation, to non-environmental lawyers/solicitors

Ø       One time advisory member on three UK Government Consultation Bodies on the following legislative changes: Contaminated Land, Integrated Pollution Prevention & Control and Waste Management Licensing Regulations.

Training Courses, Presentations and Seminars

MPCEE designs original training courses specifically focused on environmental protection and pollution control, the majority of which can be adapted to suit various target groups. For example, we have designed specific courses relating to: general environmental awareness; first responders to a spillage incident, ISO14001-2004 fundamentals, contingency planning and lean manufacturing. MPCEE also develops seminars on environmental law and associated legislation, including how and when to use the services of environmental consultants.

Communication and Publication of Information

Martin Parr is personally available for presentations at conferences, seminars, etc. He brings a high level of communication experience, gained in a high profile international arena with exposure ranging from heads of state, leading politicians and captains of industry to businessmen and personnel at all levels. His motivational speeches while passionately promoting environmental protection are also realistically committed to commercial and economic sustainability and the financial bottom line.

Joint Venture Partnerships and Project Finance

Within strict international legal obligations, MPCEE can offer direct access to funds and investment opportunities, particularly for those projects with environmental connections where funds may not normally be available through standard investment avenues, for example renewable energy projects.

MPCEE can assist in creating joint ventures and partnerships between technologists, scientists, project holders and investors, enabling vital funding for project development.

It is now possible to offer the Provinces, Cities and Districts, etc in any country, a formal protocol for generating investment, to enable the provision of the necessary funds to successfully bring their viable infrastructure projects to a profitable conclusion. Project funding will come from the returns of the Private Placement of Bank Guarantees. The viability of this mechanism allows that a beneficiary's limited funds can be used to maximum advantage, so that there is the opportunity that more projects can be funded.
